if any of you are using google pinyin or some other language's input (not sure about the technicalities regarding MSCIM input) this might be the reason. I, along with others, have installed Google Pinyin to input Chinese and this has resulted in the disappearing of the V. KB.

reboot the device,
check the virtual keyboard is unchecked
reboot
take the battery out and leave it for 10seconds
put the battery back and power up the device
go to sms and test virtual keyboard (it's disabled)
then go to enable it back.
reboot again
and test it again with sms with virtual keyboard(enabled).

if still not working try install uKeyboard in extra testing.
and reboot.

done!

Installing ukeyboard did the trick for me.

After installing it try changing the language settings in "text input", check use v-keyboard and reboot.

Tap on an sms or note and you will see your v-keyboard is back

Is this bug only for SMS? I can't get my VKB to work on anything involving text. Websites, Sdict, SMS's, nada!

HRZ got that right, try Settings> on R column under Notification light, if you see Mscim, some program has sleak this in for you, uninstall, reboot, you see your vkb back.

Or if you have installed any keyboard mod or shortcuts, they will do it too.

If you press on the highlighted text, with your finger the predicted word stays.

I usually just change my keyboard settings back to default/another language and then restart the "phone". Otherwise I do something like maxximuscool said.

I have only done that one time of maybe almost nine-ten times my virtual keyboard have "disappeared".
