From different posts that I have read, it seems that editing /etc/pmconfig makes the phone more likely to crash. That seems to be the riskier option to me.

Editing /etc/pmconfig and then rebooting is the recommended method.
If it crashes... well, SmartReflex works for some but makes some devices unstable. Likely the reason it isn't enabled by default...

Seriously, that is impossible. For a start, SmartReflex doesn't even have a visible impact in idle time -- it says so even in the official propaganda!
