I find this also very interesting because I have my N900 in a leather case in my pocket and I cannot feel it ringing and when I am in a loud environment it would be nice to increase the vibration.
Maybe it is possible to add it to tweakr!?

Does the change in the mce.ini also affect the touch vibration?

Look at the bottom of the mce configuration file. You'll see the values for PatternTouchScreen. See http://talk.maemo.org/showthread.php?p=453711 for further discussion.
