Then why didn't they just include a cell radio in the hardware and leave the integration of the phone up to the community to develop

Nokia repeatedly stated that this was a tech leader device, step 4 of 5 blah, blah blah. It's their premier "mobile computing" device definitely not their flagship. If you remember the conference when it was announced it was pretty much glossed over. If anything maybe Nokia was surprised by the reaction of the market (i.e. its more popular than they thought, for a larger more mainstream audience than they thought)
Ovi Maps 3 will not be on your N900 in the near future if ever.
