I haven't had the problem, but there's been other threads in the past. You may want to try this suggestion from MohammadAG halfway through this thread:

Hey there..thanks for that sadly I'd already checked it out, that's where I heard about the healthcheck app lol
The problem their sounded a little different to mine anyway, cause they have a "slight sound but no vibration" I get nothing, like all that happens is the notification light flashes blue, no sound or vibration at all?

No water damage or anything, if so your vibrate motor might be gone? Did healthcheck say anything about it? :x in dire circumstances maybe a factory reset?

That might be the best thing lol, I wouldn't play around with it just in case it makes it any worse.

MohammadAG had a very good solution once.....
Run the vibrate function from the command line and leave it on, eventually it managed to unsettle his vibrate and it started working again... (Sometimes it just jams).

(To be run from x-terminal)
Code:
run-standalone.sh dbus-send --print-reply --system --dest=com.nokia.mce /com/nokia/mce/request com.nokia.mce.request.req_vibrator_pattern_activate string:PatternIncomingCall
(I think thats right, been a while since i had to write it down! - twill be in the h/c code anyway)

Note - you will need to de-activate or reboot to stop that command - (Change activate, to deactivate!)
