Yes, Qt can mean:
Qt libraries providing cross-platform environment for programs to run;
Qt C++, an extension of C++ language (slots, QClasses, etc) so that it's easier to read/write the cross-platform code, and depending on Qt headers to be compiled, and on Qt libraries to be executed;
Python Qt;
(something else)

Qt is available for several languages.
