Nothing at all, it's not like there's a jailbreak that was blocked by beta1 or something :P
It's just old software.
I wonder if the N950 is the 32GB, 512MB RAM, 12MP model though...

CAL is /dev/mtd1, a config partition that's read by NOLO (the bootloader) and occasionally by the system, it stores stuff like IMEI, current SW version, all flashes done to the device, signed certificates, lock code (at least on the N900) and R&D mode flags.
