Playstation Network is hardware limited. You do not have a download limits:

"We are NOT limited to five downloads. We are limited to FIVE ACTIVATED PS3's at a time. And we can download our content to those 5 systems as many times as we want.
For most of the Games and Game Content we buy anyway.
You can activate up to 5 PS3s and up to 5 PSPs for games. "

Yeah.. but not anymore . They have been unlocked my apps before, but not anymore they will. They said that there is no way to do that . Maybe they fired those people who can do that ??

About backing-up apps, let me quot a post from some time ago, answering a question, if there's a way to back-up apps:

I believe it's at least 10 these days, though i believe it was raised to 15 receantly?
Anyways, it's silly and OVI Store is horrible. To me the most irritating part is still search and lack of apps coming from iOS and WP user these days.

I may be wrong, but doesn't backup menu restore purchased applications as well. Or are you talking about the N9?

Ok, I found a option to save your downloaded app from OVI store... I don't know if this a legal to post this here, but I added this option to N9QT (next version)...

I can solve that
  1. create folder like /home/user/MyDocs/Temp
  2. open terminal, get root
  3. type this, DO NOT PRESS ENTER! cp -a /var/cache/apt /home/user/MyDocs/Temp
  4. go to store, download app/game
  5. (wait until progress bar for downloading is complete)
  6. go to terminal, hit enter
