It all depends on the installed Opera Mobile! If it is in English, then the tablet interface will be in English!

From Schturman's thread with the similar russian language opera tablet UI language issue:
Go to file: /usr/share/applications/operamobile-tablet.desktop
and remove:
-lang ru

My default lang is Polish however I did check with English and it still was Russian. Don't worry, though, it's not that big deal, it's only me experiencing this.
