How about first thread creation for a new user must be manually authorized by mods.
you can also redirect all first posts to a mods only sub-forum and only move back in those who are legit.

They're showing up almost as fast as I ban and clean right now. I just got rid of about 8 new accounts, including the one with 55 (!!!) threads.
If we don't figure out a useful solution, this forum is going to be unusable very soon.
