Odd. The package is in the extras-testing repository, so you should at least have that enabled, and updated/refreshed. If you have all that set up, you should be able to download it pretty easily...

got extra-settings enabled fcamera it's showing in application manager right under the drivers for fcam. still no joy

Or "reasonable expectations". People in this thread have used the phrase "BIG news", but the actual forum post said "exciting news". In the context of post showing someone drawing strawberries, thinking that "exciting news" means Flash 10 is disconnected from reality.
This thread is responsible for the heightened expectations, not Nokia.

I'm afraid I can't help much, unless you want to drop to a shell and (as root) run something like:
apt-get install --reinstall fcamera fcam-drivers
