No matter who said this or not - it has to be nonsense, and if you'd think about it for just a moment you'd agree.
The €0-option was to "sign up, create an account, show your interest,..." - in short, give them your contact details.
They pointed everyone from outside the EU (+Norway/Switzerland) to the €0-option, knowing they might never ship to this one particular country the person came from.
On the other hand, they have pre-orders (already payed for) from markets they know they'll serve.
What do you expect? That they stick to a first come, first serve principle and let thousands of payed pre-orders collect dust only because "order" #4 was a €0-registration from the Republic of Nauru?

No, they were very clear what the payments were for, you can try to reason it all away now*, but they were 100% clear that they in no way, shape, or form prioritised you above others.
