Well it should just work as you mentioned in para1...If it doesn't work suddenly maybe try rebooting and checking?
If all else fails, open terminal and as root type:
reboot after the re-installation and it should work correctly...Code:apt-get install system-ui-screenlock-nokia --reinstall

Tip: Read the information (i) icons next to options to understand them better...
Anyway, Clear Device is starting afresh while Restore Settings is simply resetting some tweaks and keeping your personal data...
If you really want to get rid of everything under the sun and start anew do Clear Device...
