If you're new to Maemo it'll be hard to help you, since you need to be an experienced N900 user to use Yappari,
Anyway here it goes: First check that you're using Yappari 0.0.27 (last version). Then most registration issues is because people didn't set the time & date correctly in their phone, or that they don't know their own phone number in international format (country code + phone number).
If your phone has the CORRECT date & time and you're 100% sure that you're entering your phone number correctly, then you have to send me the log, which is in /home/user/.config/scorpius/yappari.log. This is something people new to Maemo can't do easily, and without the log I can't help any further.

i was trying the same number in whatsapp java version for n900, using oracle, bluestacks and all..but yes, i enterd the code by mistake in the pc bluestacks...so i think now my pc is registered to whatsapp...what can i do now??? thanx in advance

There are several problems there.
First you tried +919700751174 (that number can be registered again in 4 days) and then tried +919603172085. Did you change SIM cards?
The N900 has to have the CORRECT SIM CARD inserted and you're gonna register THAT phone number!
So once you decided which phone number you want to register and have the SIM card of that number in your hand, insert it in your N900, wait 4 complete days without trying, and THEN try the registration again.

yes i tried another sim as this was being rejected everytime... and i will wait for 4-5 days and try it agin..hope it will work...THANX for help bro..:-) will let u know when it works...and even my yappari is not synchronising the contacts, it says the contacst will be synchronised in the background, but its not.... i left it for indefinite time before checking it agin but it says the same thing...will it be resolved once i register???

The fact that it apparently has been asked more often than once is quite logical in a thread with more than 50 pages, let alone more than 260 pages on TMO.
