Thanks to titan for great work. I installed new power packages and changed etc/default/kerner-power to ideal. Lower freq is 500Mhz as should but upper freq is going to 600Mzh at maximum. I also checked etc/pmconfig and changed also there to 850Mhz. What could be wrong ?

You need to edit the /usr/share/kernel-power-settings/ideal file. As said here.

Yes I did edit that. I also edited etc/default/kernel-power and etc/pmconfig. Lower frequency can be changed easily but upper freq stucks on 600Mhz. There might be obvious solution but I just can't see it
