Nope no need for a fresh install, but if you want or need to you can skip the OTA part and save some time.
I don't know what happened to torch, i use hammerhead-torch from openrepos.

Are you connected to the internet? Can you open webpages in Browser?
this means i fixed my issue. But still those files can't be seen from adb shell or from recovery file manager.
