Nokia will have to develop:
- a compelling OS
- a compelling device
✓ - a payment and store ecosystem (OVI, needs work)
✓ - a navigation system (HERE Maps)

Just because some exec from 60 000 employed Nokia said this was happening, does not mean it actually will. I can't even remember how many times similar rumors were started by region specific executives in the old Nokia. Just to end up being nothing.
Also the 12 billion euro purchase of Alcatel-Lucent is pretty clear indication where Nokia is focusing. Even more so as it is officially selling HERE.
Nokia might use Foxconn build devices with Nokia Research attached features to showcase them with the intent to license them further. On consumer space Nokia might be more of a engineering house.
