you need to
cd /dev/cgroup/cpu
ls
you should see some files and directories
EDIT : but you may need a reboot to check

i tried typing
cd /dev/cgroup/cpu
ls
but nothing happens... it does go up to the /dev/cgroup/cpu directory but typing ls does nothing... i did reboot after applying the patch
