So, did anybody check the ofono logs when such a message is received; I believe it could help to see the incoming message structure.

There is a similar service in The Netherlands, NL-Alert. Maybe the same thing? It does not work on SailfishX, as far as I know.
According to the description NL-Alert is based on cell broadcast, http://www.cellbroadcastforum.org/whatisCB/

I guess most countries have it. Both on nationwide range and more local range. But I want Trumps notification when the Aliens attack to be able to mount a proper defense.

Why not use good old frequencies to send messages?
