SERO specifically prohibits PAM ( phone as modem ) and you can't even add it as an option. You may be able to get away with it on a small number of phones. See howardforums wiki on the subject.

Can I use my phone to tether?
PAM is NOT available with SERO (Although some people fly under the Radar with Tethering for free with a Samsung disable DUN). A few phones can indeed tether undetected. Some of the smart phones (like the Palm 700wx/p) can tether after downloading some simple software found HERE. Other phones such as the a900m can do the same with a simple hack. Instructions on how to tether with your PPC6700 are found HERE. A hack for the 700p/755p can be found HERE(advanced user hack!).

In case noone noticed T-mobile is OUT for new subscribers getting inexpensive plans with tethering. XOHM is looking better.

If by "web", you are referring to their WML stuff, then yes that is still cheap. T-Mobile did recently raise their data rates for their unrestricted Internet service.

Some peeps seem to be getting it, most not. However some have read their new terms and it seems they are not allowing tethering per TOS without a data plan.
And I happen to live in a WiMax area.

For someone who has access to wifi most of the time and need internet access on rare occasions where wifi is unavilable, the cheapest solution would be Boostmobile. For around $7 per month ($3.5 if "$10 for 3 months" reboost can be found) you get some minutes (which I don't use) and free internet access through iDEN network. You get dial-up speed, not broadband, but I used it exclusively (no wifi connection) on a 2 week vacation recently and managed to get connected, patiently
