For me the same:
"Unable to install tangogps. Incompatible application package."
Probably has the developer added the wrong packages / repositories to the .deb file.

UPDATE:
Using dpkg -i tangogps_0.9.3-1_armel.deb from the shell did work but it does not recognize the GPS.

It would be nice if you actually uploaded the real source of the tangoGPS that you ported, not the ORIGINAL source.
That said, I've uploaded a patch that creates a proper debian package, installable from application manager, compilant with policy, desktop file installed to the correct place and other goodies.
The maintainer has to apply the patch to the modified sources of tangogps so he can provide a new deb file. This one will be installable from app manager. So you have to wait for a new version or just use a terminal.
