I am frequently using apt-get upgrade command and found, no problem with this.
I don't understand what you are saying. but I know that you are completely wrong. if apt cannot find package x, you can do million upgrades and it wont help. only if there are conflicts, installing newer versions probably helps.

Yes I agree with. Million times upgrades wouldn't help if the package was not found by apt. But what I said was pertaining to conflicting situation only.
