I'm having similar problems.

Tried to install an application from the app manager, and it tells me "application packages missing: python-qt4-common (= 4.7.4-maemo0)"

Did the apt-get thing for that package, it did a load of stuff ending up with setting up
python2.5-sip4 (4.11 maemo0) and
python2.5-qt4-common (4.7.4-maemo0)

Then I tried installing the app again but I get exactly the same error message.

??

Shouldn't all this happen automatically anyway? Is there something broken in the repositories or what?

Yes, something went wrong in the repositories with version numbers.

I haven't had this problem, but then I rarely update packages.
