I've been told lots of the sites asking for your IMEI to unlock your device are scams to get your IMEI to use on stolen devices (when a device is reported stolen, carriers may add it's IMEI to a blacklist (somtimes shared between carriers and somtimes not), so people that steal lots of mobiles tend to replace the IMEI of the devices in order to keep them working)
