No Maemo device ever had root access enabled out of the box, we always had to enable R&D mode or install a third-party package first.

i dont have the quote, but i do remember Quim saying a while back that root access was very easy to get in Meego/Harmattan. remember that it was not enabled out of the box in Maemo either - you have to download rootsh.
As said in the past, users interested in getting full raw Linux power, including root access, will be able to get it.
