You can't compare the version numbers of Maemo Ovi Maps to Symbian Ovi Maps. For example, Maemo Ovi Maps 1.0 has 3D buildings, which Symbian Ovi (Nokia) Maps didn't have in version 1.0.
So by saying Maemo has "only" version 1.0 compared to Symbian is meaningless. It's a completely different product which happens to have the same name.

Maemo Ovi ver 1.01 already has turn by turn. Just press the directions button after you put a route in. Its missing the voice sythasyser to speak it to you.

3.03 is for Symbian. Maemo has 1.01, which is rather a bad joke. Nokia seems not really commited to Maemo customers an only will provide something better for next generation (M6).
Currently Nokia seems to have stopped further support for M5.
Personally I believe they might even let drop Maemo completely.
Alternatives are free Navit (needs developers....) or, if you havent yet a Maemo device, you might think about Android Milestone, where there is google Maps + Navigation and a number of free OSM based off-line navigation apps.
