How do you find it troublesome? Where are you starting from? What would make it easier (yes, direct integration with HAM would be wonderful; but that's not feasible - what about a separate third party app? How could the web interface be improved?)

I know some PHP, some HTML, something about databases and some C/C++ with GTK+ as my main UI tool kit.
After spending a few minutes thinking about this, a very easy solution would be to add a CGI entry point where some arguments are passed on into the system:

This way, everything is handled by the PHP script and all that is needed from the voter is to indicate the proper package. It would take about an hour for anyone here with any Python knowledge to slap together and test an application that can handle this.
What's stopping people from making this happen? Do I need to sign up somewhere? Does it have to go through a Brainstorm first to be "eligible" for implementation?
