I was involved in N950 community program and participating in blackberry10 developer program.
In both cases I created at least 1 app for platform in order to get the community device.
The hard part is to decide on something worthwhile to write.

They could set 50 devices to community by vote
50-100 for app you need to submit
50 for porting teams
50 based on apps in habor/openrepos
Wait for those to get in queue and rest to sell after that.
I do not see the problem in at least giving to devs and contributors first and after that sell the rest as they did.
After all it's their interest to sell phone to someone who would give back to community/Jolla.
