All I want to do through my boost phone using my NIT is IM, email (modest) and skype. Do you think that skype would work?

I don't use Skype, but if it does work at dial-up speeds, that probably means 56k, not the 19.2k of Boost. While Boost can work for IM, email, and even limited, painfully slow web browsing, I can't see it managing VOIP.
Had Sprint not killed WiDEN, the story might be different.

I have a noob question: If I am able to tether to my phone using a Data plan that allows me...would the ports for skype voip be blocked. Can my international friends call me on skype like they do when I'm in a WIFI network?

In theory, it should work fine.
However, Vodafone actively blocks Skype. Some other mobile telcos might also do this.
Mobile telcos don't like it when you use VoIP/SIP on their (mobile) data plans; often is declared illegal in AUP. Whether this has legal merit is questionable, but from a technological viewpoint they can do this.
However, if Skype works on your end via your mobile telco then it does not matter for your international friend. It will work for him too. If not, it might be his settings which are wrong.
With SIP you can define the codec you prefer to use to encode the voice data.

I tether on Sprint with a palm 700p. Pretty reliable connection. I connect with it as soon as in car and leave on. Not sure if I am ALLOWED to but I do under the $15 data pack plan(In addition to the Minutes plan I share with my wife). I didn't even need the hacks that are out there, I just paired them up and the Palm even has a little computer icon in the bluetooth status area when tethered.
So far, the time I am tethered is not showing up on bill in minutes used or kb downloaded, so not sure what is going on there
