Don't know about "could have been", as licensing conditions may be different now (e.g. due to pressure from Nokia), but "will be" seems fairly likely for the N9xx.

I think the fact that the upcoming Nokia tablet will use the same SoC may turn into a win/win situation for the Maemo and Openpandora community. Programs will be easily portable. Developers will have a larger audience.
