try as root:
apt-get install --reinstall system-ui-screenlock-nokia
and reboot your phone

Didn't help only reduce light on screen but doesn't close to lockscreen!

Go to: Settings->Devise->Display. Change "Display time-out" from 30sec to 15 sec. Leave your phone (don't touch), wait until it will switch off your screen. Double tap on the screen -> swipe lockscreen -> change back "Display time-out" to 30 sec.

It never switch off the screen only reduce light (after the time set in Settings/Device/Display), that's the problem

Maybe I should uninstall N9QTweak and restore your clean .N9QTweakBackup_9.5.6 ? (Have already tried to uninstall B7 and 9)

Do you use tweak T-3 ? Maybe you activated disabling blanking or ALS (auto-brightness) ? Or maybe you use app "Don't go sleep" ?
Try from tweak BB, restore options 1 and 3, reboot and check again.

Have only used T2 which I have already tried to uninstall. It didn't help.

BUT anyway your action helped BB restore opt 1 and 3 reeboot
so maybee I have done a mistake without knowing or..... just the age you know, maybee

I don't know what the reason why the "binutils" not installed. In tweak it use a simple command apt-get.
Are you sure that you had connected to the Internet when you tried to open this tweak ?
Also try as root:
Code:
apt-get update
apt-get install binutils
If also you will get the same errors, try:
Code:
apt-get install -d binutils
dpkg -i /var/cache/apt/archives/binutils*
If it also not installed, run this:
Code:
/usr/sbin/incept /var/cache/apt/archives/binutils*
