This is not the worst. Regardless how big the device is, some newly announced toys even don't have room for a 3.5mm headset jack.

IIRC you get blue scrollbars on Windows still if you run an old pre-Windows 8 app.

That is one of the reasons that there exists no "cheap chinese WP devices with ARM architecture"; as Windows has to have its own drivers it is only doable by large HW manufacturers that control or are the chip vendors at the same time.
The other reason of course being that nobody in their right mind would want anything windowsy
