Alarm ignoring DST is https://bugs.maemo.org/show_bug.cgi?id=2188 . Comment 3 is a statement by Nokia saying they won't fix it.
Feel free to use the "Vote for this bug" link and rant a bit (as long as you stay friendly). The more users complain, the more important the issue becomes, that's how it unfortunately sometimes works.

Syncing from NTP is https://bugs.maemo.org/show_bug.cgi?id=472 .
Syncing from GPS is https://bugs.maemo.org/show_bug.cgi?id=2750 .

Heh "This is a known issue, which I would not like to fix.". This is exactly what I would say being the developer tasked to fix this :-) It is quite nasty problem. Still the bug is valid and majority of people really expect their alarms to be silently shifted/rescheduled by one hour to keep up with DST change.

472 (NTP time) is in "Applications", and 2750 (GPS time) is in "Connectivity". It would make more sense to me if they were both in the same product, though I'm not sure which way they should move. "System software" might even make sense, as these are low level functions.

OK. This thread mixes up a lot of different issues.
I kindly ask you all to file seperate bug reports for the issues you run into under Applications > Clock in bugs.maemo.org and to make sure that this still happens in the latest 4.2008.36-5 version. Please be exact - tell us your timezone, tell us the city you've set your tablet to.

Already known issues:
Vancouver/Canada: https://bugs.maemo.org/show_bug.cgi?id=2207 - I could not reproduce this bug last week when I tried.
Australian timezones missing: https://bugs.maemo.org/show_bug.cgi?id=3337 - confirmed and Nokia is working on getting a better city set for Fremantle.

Just to report: Up here in Vancouver, Canada, my spring DST change did not work, however my fall DST change worked correctly. I guess the DST rules were updated over the summer.

Really? I didn't expect a change at all. Usually when I a set an alarm for 7 o'clock I expect it to be at 7 o'clock, I don't need the system to change it around for me (they just need to change the system's time). So it doesn't matter how many hours we go forward or back, as long as when the time hits 7 the alarm goes off I'm good.

Though I can see how this would be affected depending on how the systems are tied together.

Well, system time is kept in UTC for many good reasons so it is the alarm that needs to be rescheduled by one (UTC) hour if user 'doesn't expect a change at all'. See the bugzilla entry for more details.
