Because of Jolla Press release July16 I would assume that Aqua Fish has Snapdragon.

The band specs for the Aqua Ace are buried on this page in the "Connectivity" section. Comparing the listed frequencies with bands allocated to carriers in the US looks like there's no overlap for anything but 2.5g.

FrequencyCheck.com is more user friendly, but doesn't have info for the Aqua Ace yet. However their other offerings mostly look like they'd be limited to EDGE or GPRS in America (except for the Aqua Super TD-LTE Dual SIM, which might work on Sprint LTE but probably won't be on their "list".)

But again, I add the caveat that I'm just not that familiar with decoding this info and I'd really like to be wrong.

Not completely sure but maybe on T-mobile you can get 4G using Band 2 (1900Mhz) with this phone.

As I said, it's
a) a rumour
b) claims to be based on, not a clone

Let's be clear here, Intex originally suggested/confirmed that their Sailfish phone would have an Other Half, and if this is to be the case none of their existing models would be appropriate.

Funny part is that Intex doesn't seem to have a Qualcomm based phone ATM, so speculating around what existing phone it might be based doesn't seem to have much meat around the bones.

Judging from the quick flash on Saarnio interview, it does look like being based on Jolla's reference design rather than any existing Intex design, if the prototype device was not "camouflaged" in some way (which I doubt). The screen captures in reviewjolla-page show these details:

...which resemble the mock up pics shown in suomimobiili and some other sites, and reference platforms that were shown in MWC 2015. The same "sandwitch"-design, but maybe a little slimmer.

Another possibility of course is that the prototype device was completely different from upcoming phone or phones. But I doubt it...

Given it is sporting an Other Half, and those have a fixed size, I'm not sure how he might reach that conclusion. And remember, that's just a proptotype anyway

It does look like a cheaply made jolla, but why would they use this in 2015? Why waste money creating a prototype of something that already exists

Because they are making a phone for the Indian market, not the rest of the world.

Too many people are getting their hopes up about this device.
