I think you're misreading. That reply was indicating what *would* happen *if* they were to change the HW specs at this stage. Not what *is* happening (which is.. no change to HW specs).

But the 1Ghz chips are Qualcomm!
Never again will I trust their chips. My Xperia X1 was 528Mhz, does that mean the N900 will be only very slightly faster? Nope! Because its like comparing a PIII 1Ghz to a P4 1Ghz to a Core 2 Solo 1Ghz, they are very different beasts performance wise despite the same technical speed.
The reason Qualcomm are pushing 1Ghz chips is because their previous generation (as in the Xperia X1) were very poor performers so they need more Mhz to compare to OMAP chips. I wouldn't be at all surprised if a 1Ghz Qualcomm is still slower than the N900.

Whaaaa? The reason those 528mhz Qualcomm chips were poor performers was because they were ARM11 based. The Snapdragon is based on a custom ARM A8(Same as OMAP3) only clocked 400mhz higher because of someeething Qualcomm did to the CPU architecture to allow higher potential clock speeds ,probably just extending the pipline but who knows.
TI Does the same thing, they HAVE a OMAP3 Cortex A8 that runs at 1ghz, only it's simply not practical in a mobile device, neither are the OMAP4's based on A9 that are 1ghz Dual core, we'll never see them hit mobile devices until we see 3000mAh+ batteries being standard. But we will see ARM A9's at 1ghz all day long prolly in late 2010 and early 2011.
