Tried... The same result:
It's just transparent bar without icons...
We need to find another parameter that stuck this bar in specific place when you move your finger easily.

Problem with this is when you move your finger like you do when you open quick-bar -> it can stuck in the same position like orig quick-bar, to release it you need to touch on the right/left side of the screen.

I use only original theme (base/blanco), and changes I did to the file in base theme...
Tried your file and the result like in my variation, same transparent/empty bar (see image).

There is somewhere swipe-length value. Just didn't find it. Maybe that way...
