And I will not carry a device as big as the tablet with me all the time. I do carry my phone with me always, though, so whenever I take my tablet, it's two devices again. No matter if the tablet has built-in 3G or not.

Think of the screen only with a 2mm border and all the rest sliding in/out. Most smartphones are bigger!

Why not?
In a standard pair of jeans (W 34 L 32), I usually keep the wallet and the tablet in the left front pocket, the keys, the phone, some spare change and tissues in the right pocket.
I don't always carry the tablet with me, but when I do I have no problem keeping it all in my pockets.

That's why I don't use smartphones.

(Besides, what's a smartphone and what isn't is highly subjective. Most "standard" phones nowadays feature enough PIM/office-functionality to be considered smartphones.)

In the EU, there are potentially several hurdles of EU review--licensing issues with respect to interference/spectrum (this process is more recent) and--if the computer equipment is powerful enough (many PCs in the present day are) to be considered dual use with military application--review under export control laws established earlier under the Treaty of Rome. Although EU licensing provisions hope to establish uniformity, don't forget that EU members are still sovereign states that may have some additional hurdles for companies to clear.
