You forgot to mention that the 100€ option also gives 100€ "discount" on the phone. Or you could think that you have paid 100€ in advance, and the t-shirt and the "exclusive" other half are free.

Not sure you will actually get a discount after all. We don't know the prize or what this other half is. After all it could be just a few peaces of plastic with rare colours for preorders.

The word discount got into the game because when you do the 100€ preorder you get a discount voucher that you can use when you actually order the phone to get it for 299€ and thus paying 399€ in total. With the 40€ preorder you don't get any voucher as far as I know.

0€: Contains a free pre-booking number. No purchase required.
40€: Includes Jolla fan t-shirt which costs the whole 40€, and a free pre-book number.
100€: Includes a Jolla fan t-shirt which costs 40€, the other half which costs 60€, and a free pre-book number.
The 0€ and 40€ options are available worldwide, well, the 40€ is not available at all anymore. While the 100€ is only available in EU and other supported countries.
