'numeric-owner' which numbers?
'nemo-handset' + half a file name 'armv7hl-n950-*.tar.bz2' ?
sudo tar --numeric-owner -xf nemo-handset-armv7hl-n950-*.tar.bz2 -C /media/Alt_OS/
