The microUSB issue makes you think it was rushed why? Not everyone has the MicroUSB issue, it's obviously a manufacture error.

I agree it's not the best choice. But if it held fine in tests, why not use it (assuming it's cheaper or ... easy ... cheaper or simpl... Hm. Notice how everything translated to cheaper?).

1. Does FCC have a hand in reviewing something like this?
2. Does the 'bumper' accessory hint at Apple already knowing the issue??

In the US it does
I don't think they care about the quality of the signal as much as the safety of the signal.
The company that did the testing submitted this.
