Their troubleshooting page made me piss myself. Typical Microsoft support. If something doesn't work, try rebooting. If that doesn't work, then restore to factory settings (i.e. format C: and reinstall Windows).

My wife worked for Microsoft once. They had a policy of having a documentation for everything. Even if there was nothing to say. That's how you end up with tooltips for "date" that say, "enter date here".
