Ok, I followed the howtos here and here and have my 770 connected to the internet via a usb bluetooth dongle connected to my kubuntu laptop , but my work network requires a proxy, and I can't seem to find a way to setup a proxy in Opera. Anyone know how or if this can be done

Proxy settings, quite rightly, are a per-connection setting. Therefore if you edit the connection in Connection Manager and step through the Edit dialogue box, it's under the Advanced button at the end (IIRC).

Unfortunately, there doesn't seem to be a way through the GUI of setting a user name & password if you have an authenticated proxy.
