I tried to find out who was responsible for this app. Is it a setting in the OS2008 or a missing function in the gmail notifier that make it lack the LED to blink when new messages arrive? I have ticked the option for new e-mail arrive in the backlight setting for LED, but that is for the native e-mail client, right?

you can try modest mail client,
it does what you want
the downside is that modest is an alternative to your gmail notifier (you may not want to using something else)
