Pretty sure that appears when you have an email not fully downloaded (for example, one with lots of images). In a very simply text email, it is greyed out. Clicking it causes the email to load in full. Something similar to "Images have been blocked to prevent identification: click here to load images"?
Does that work for you?
I can figure out reply, reply to all, forward, trash, next and previous message... but what is the mountain with the clock in front? It appears active on some messages and not others.
I have a nasty feeling that this is going to be something really obvious and I am going to look foolish...
