There is an app in testing I think it is that will allow you to enable/disable just cellular service.

Is there anyway to disable the contact/phone apps menu prompts for calling via a phone plan? (I'd also like to disable SMS as well as I use Google Voice for SMS via e-mail.)
It's especially frustrating as the phone will default to the voice plan if I'm trying to return a DID-inbound SIP call.
Basically, I'd like the contacts/phone app to provide e-mail/SIP/etc, but not to include the voice-plan relevant options.
Any ideas?
