I contacted him a while ago for this exact reason. He only made it for himself. I believe it was just a test of his own abilities.
I asked him if he could release the program to extras-devel or something, and haven't heard from him since. He probably isn't interested.

I'm also looking to see if I can possibly control the RCX brick using infrared. Do you think using commands in Irreco would work (I would have to find out what those commands are, first...)?
