For some reason my ALT key when tapped twice cannot do FN lock and my shift key cannot no longer do shift lock as well. Does anyone know what could be the matter?

Works fine here with latest firmware. Not available everywhere, though, for example some apps and some browser pages don't go so well. Also, filtered input doesn't take fn-lock.

I am experiencing the same problem as kcman123. Sequential presses of Shift or Alt and another key don't work - only simultaneous pressing works.
Rebooting the phone doesn't help.
Any ideas as to what may cause this?

Instead of the above steps, which are reported to work, I did an apt-get --purge remove mscim, which did the trick for me.
