You can download the .deb package from garage.maemo.org. I will probably push it to extras-devel in a few days.
The main limitation at the moment is that numbers need to be an exact match; for example, if you specify a local number (e.g. 012345) and then the network reports a call from that number but with international notation (e.g. +4412345), it will not be blocked. So when in doubt, use both notations. This will hopefully be fixed in a future release.
Note: the application requires python2.5-qt4-gui, which is currently available only in extras-testing.
