The maintainer of the package has made a mistake. Depending on version, it's very serious or just to be expected.

Did you get the package from Extras-devel or from some safer repository?

Since I'm not too well versed in the Debian package system the following is possibly not the best suggestion but it might very well work:

Since the rootsh package installs 3 files and that's pretty much it, you could try to force an install of an older version and then uninstall that one and hope it'll take everything with it.

Why would you want to uninstall it anyways?

You said you need to remove it. Why do you need to remove it?

Code:
cat /var/lib/dpkg/info/rootsh.prerm
Not sure which version you have but I could've cat'd it myself

Edit:
Well 1.8 uninstalls fine, try installing it then removing it (had to remove fmms since it depends on it)
Nokia-N900-02-8:~# dpkg -r fmms rootsh
(Reading database ... 48386 files and directories currently installed.)
Removing fmms ...
Removing rootsh ...
Nokia-N900-02-8:~#
