I'm pretty sure I USED to have Vietnamese characters displaying correctly in for instance Vagalume - but now I am getting boxes, etc instead of the characters and I'm also pretty sure it's because of the purge/cleanup (localpurge) I did that removed language support other than English.

Would anyone happen to have the Vietnamese font file(s) on their N810 and could send them to me? (And in what folder(s) they resided in). It would save me a re-flash.

Not that I'm Vietnamese but there are certain artists I like, etc and am anal enough to want to see their names/song names

It actually didn't help me.
I then went and downloaded a ttf unicode file for Vietnamese and installed that, rebooted, etc - it STILL doesn't display Vietnamese characters correctly in Vagalume. Grrr.... I could had sworn it used to....

Download XChat Vietnamese Locale from extra-devel.

Who knows, It might just work.

I will be doing a full reflash this coming weekend anyway so I will just wait and see if that fixes it.

Slightly unrelated, does anyone know how implementing Vietnamese Input might work?

a la iBus (in GNOME), or UniKey (in Windows)?

Vietnamese is just Latin characters with various accents, for example, using the Telex input method,

"A" followed by "s" would yield "Á", "A" followed by "A" would be "Â", etc.

I don't know about input...but I solved the output issue by installing Droid Fonts.
